My advice is to find someone impartial who can really look at what has gone on from all angles. They need sufficient time to be able do a proper investigation, and they also need to be able to win the trust of all of the parties concerned.
Line managers rarely have the time, skill or inclination to really examine matters thoroughly and impartially. It’s not their ‘day job’ after all!
